Majority of target villages are Karen and Bamar mixed ethnic communities those belong to rural areas where basic social services and economic opportunities are somehow marginalized or loosely covered. The interventions toward human rights, women empowerment, and capacity building programs by other agencies have never been in those communities. There are no armed conflicts or engagement in political or racial riots and clashes in target communities of focused areas.
